The Wyoming Department of Education quietly rolled out a new online data tool in late summer 2011. The Assessment Resource Tool allows users to sift through school, district and state test data and build charts and graphs. The data available now is usually collected once year, but ART will make data collection a continuous process, said Drew Dilly, chief information officer for the department.

"We have seen more and more activity in this area out there," Kowalski said. "There could be some of these things happening but not at policy level. There needs to be a cultural change of getting policies in place."
Western states have struggled to implement data policies because of a strong sense of local control and state legislatures that meet infrequently or for short sessions, said Paige Kowalski director of state policy initiatives for Data Quality Campaign.

Scott Marion, associate director of the national Center for Assessment and a former Wyoming assessment director, moved his mouse over different sized circles representing different schools to show lawmakers how complicated formulas can be reported in a way that's accessible to anyone even a legislator.
Acting on data results has been an important point for lawmakers working on a state school accountability system.
Wyoming collects robust data but has only completed one step toward a system that links data across education systems, makes data accessible to stakeholders and enables those stakeholders to use the data to improve student achievement, according to the report. Neighboring Colorado and Utah each have completed seven actions toward the system while Montana, Nebraska and North and South Dakota have three or fewer.

Once principals see the data, the idea is they'll contact those better achieving schools and learn what works, Ballard said.
Dilly said he didn't know yet whether teacher provided information would stay with a student's record or could be accessed by other teachers.

Ballard, who left her state post in July, uses ART to help Natrona County principals compare their schools to others around the state. "We need a way to get the information back to the teachers in the classroom faster we're working on that," Dilly said. "ART will be the delivery tool."
